Import notifications

Last week, there was a rumor circulating about the new import regulations; here is an explanation.
Import notification via the horse passport issuing authority (PPI)
As of January 1, 2024, you will no longer be able to register an import declaration with passport details in I&R via My RVO, even if you do so through a business management system.
Have you imported an equine animal that will be staying with you for more than 30 days? If so, please contact the NWPCS as soon as possible. The NWPCS will verify the passport and handle the initial registration (import notification) of your animal in I&R. The NWPCS may charge a fee to cover the costs of the work they perform for this.
.For more information on importing equines, please visit the Import and Export page at www.rvo.nl/ienr. Here you can also read about the exceptions.
Register the animal using your UBN
Did the ppi complete the initial registration in I&R? If so, please register the animals under your UBN. You can register animals under your UBN at my.rvo.nl/report-horses. There, select "Horses" and then "Register via UBN." After logging in, register the animal on your UBN using a "Delivery Notification.". Please make sure that the delivery date is not earlier than the import date. Once the data has been saved, the animals will appear on your UBN's herd list. You can find the herd list on the Dashboard (My I&R).
For more information about registering on UBN, please visit www.rvo.nl/paarden-melden.
Foreign horses in the Netherlands
This change also applies to equines with a foreign passport and a microchip number that does not begin with 528. For example, an animal that has been in the Netherlands for some time but is not yet registered in I&R. For the initial registration (import notification) with passport details in I&R, please contact a Dutch ppi.
You can check whether the animal is registered in I&R using the search function at www.rvo.nl/ienr. Under I&R Horses, select "Search by chip number." If the animal is not listed or is not properly registered, please contact a Dutch ppi. The ppi will ensure the animal is properly registered in I&R. You can then register the animal under your UBN using a transfer notification.
Why this change?
Under European regulations, the initial registration of equines must be verified and recorded in I&R by the competent authority. An import notification containing passport details of foreign equines constitutes such an initial registration in I&R. We have authorized the horse passport issuing authority (PPI) to do this on our behalf.
For a limited time, you, as the owner, were permitted to make this initial registration in I&R yourself. This was done to ensure that as many equines in the Netherlands with a foreign passport as possible were registered in I&R. This temporary option will end on January 1, 2024. As the owner, you remain responsible for ensuring proper registration in I&R.
