As a keeper of Welsh ponies, among others, you will need to submit a notification in RVO's Identification & Registration System (I&R) from April 21, 2021. This applies from April 21, 2021. As of now, it is possible to link ponies to your UBN. However, there may be a problem in the data link between our software partner Equis and the RVO. This mostly concerns animals born in 2016 or earlier.

As of April 21, 2021, the European Animal Health Regulation will come into force in the Netherlands, and with it the I&R of equidae will become a lot stricter. In practice, as of April 21, there will be a registration requirement for both hobby and professionally kept ponies, so that the government will have insight into the number of horses per location. This is important to have a better overview in the future in case of an outbreak of a contagious disease.

Register

Registration of ponies is done through chipping in conjunction with applying for a passport with a pony. This is done through passport issuing authorities (ppi), such as the Welsh Studbook (NWPCS). They may issue this on behalf of RVO (Rijksdienst voor Ondernemend Nederland) and register the horse's data in their database. They also ensure that the data gets into the Dutch central database.

No or foreign passport

In addition, the ponies that are not yet known, because they do not yet have a passport or have a passport that was not issued in the Netherlands, can (still) be reported for inclusion in the RVO database.

The studbook office can then ensure that these ponies are still in the RFO database. This as a condition for reporting through your UBN at the location.

The two forms below allow you to apply to register your pony (without a passport or with a foreign passport). In both cases the legal obligation is fulfilled. Upon registration (provided the pony meets the conditions) you will also receive the official document proving registration with the NWPCS.

Updating my Welsh

If you have any horses left in your name that have since died or been sold, update this in My Welsh, After all, you will not have to report the whereabouts of these ponies. Under ‘Member service’ you can choose ‘Report pony sold’ or ’Report pony deceased’.

Search function

Want to check if your pony is registered in the Dutch database? In this search function at my.rvo.nl, you can type in a horse's chip number or life number to see what information is known.

In doing so, the points below are good to know:

  • There is a problem in the data link between our software partner Equis and the RFO. This concerns animals born in 2016 or earlier. These animals have (partially) not been imported into the RVO database and therefore cannot be linked to a UBN number at this time.
  • A solution is being worked on, there is a lot of contact with and between both parties.
  • There is no problem with the NWPCS passports. They contain the correct information. The problem is purely in the exchange of information between the database of Equis and RVO
  • Keepers cannot currently be fined for any inspection of animals not findable in the database.

Registering a location where horses are kept

Registering a location where horses are kept roughly requires two actions:

  1. The location must have a Unique Business Number (UBN)
  2. Link the horses kept at the location to the UBN

It is possible to register a UBN for equidae. You can apply for a UBN at my.rvo.nl. Do you already have a UBN? And would you like to add the equine species? Via Horses report on my.rvo.nl will take you to I&R. Here you can pass on notifications, view, restore and retrieve the status of an animal. To submit notifications, you need information about the animal's location (UBN), ID code (UELN life number or chip number) and date. At this manual is explained how to do this easily.
